My 'still seablue' BBC
I think, that the BBC website is perfect source of news and 'BBC Content' (TV, Radio programme, learning English), but IMHO it wouldn't be use like Flickr or Youtube (only for watching BBC videos) or webmail.
Very useful would be RSS reader - BBC homepage like the source of news ('My Pick' in design) and customization of favourite TV | Radio shows (+ podcast) (your media).
IMHO the personalization shouldn't be 'compulsory' (= user should know about this option, but if he didn't want to use it or reading BBC from netcafe, he won't be still disturbing with login etc).

For users, who have the BBC as a homepage or watching it more times a day, it would be useful to highlight new items since last visit. (not unvisited news, but only these items, which public. date&time is newer than last visit) This feature wouldn't need to use login, cookies are enough.
In my design I wanted to keep the typical BBC fonts and colours but it could be modified very simply by CSS (third image).
